Governments will form

In any human society government will form, spontaneously if not deliberately.  This has been shown to happen whenever people have gathered into groups.  Governments will form, whether those governments are democratically elected, theocratic clergy, hereditary royalty, tribal chiefs, clan elders, or simply the biggest bully who can beat up all of the other bullies.
